Comment:

 (In [6760]) In BuddyBar, mirror admin menu changes from WP Toolbar. Fixes
 #4778.

 Specifically, this commit ports over the following changes from r5829:

 * Removes direct, nonced links for spamming / unspamming a user and
 deleting a user's account.
 * Replace with settings screen links.
