 If this was on BuddyPress.org, this is intentional (#4117).

 If this was on your own site, your /blogs.dir/ or /uploads/ folder in wp-
 content doesn't have appropriate permissions. If this was the case, you
 probably wouldn't' be able to upload images through WordPress' Media
 Library, either.

 In any case, for support, please post on the BuddyPress.org support
 forums. This site is used to trac bugs in the core BuddyPress software.
