 I've tested on my local installation, and it seems to be working properly.

 What's the character encoding on your database tables?

 Do you have similar problems with regular WordPress URLs? For instance, if
 you use Chinese characters for the name of a blog post, is the last part
 of the URL rendered in Chinese? And does it work properly when cutting and
 pasting?

 Finally, I wonder if this is a browser issue, as I noticed that the URL
 encoding flashed while copying/pasting in Firefox. What is your
 browser/OS?
