 Confirmed.

 I spent a bunch of time with forum pagination and AJAX late in the 1.5 dev
 cycle (see #3557). My guess is that this problem is limited to forum topic
 tags, which I don't remember looking at explicitly. If so, it's somewhat
 lower priority than if there were a more general pagination issue.
