 During the installation wizard (a clean install, not upgrade), there are a
 ton of PHP notices generated until step two or three of the process.

 It looks like the main causes are the setup_globals, bp_setup_nav, &
 bp_setup_admin_bar functions invoking something that then queries the
 database (which hasn't been created yet).
