[bbDev] Error installing 08 branch

to test coming bbpress 0.8.4 i trieid tomake a fresh install on my
local machine (winxp/last mysql, php and apache) where i have various
WP and BB 0.8.3 working.

It cant installa or if i trie to run irt on an old database i get:
Could not determine site URI
Anyone else has the problem? SHoud i open a ticke on trac )there is
one for bbpress insm't there?
