[bbDev] bbPress 0.8.3

WordPress 2.3 comes out today, so I think we should release bbPress  
in the next day or so as well.  People will need the various fixes  
that for compatibility (tag function renames etc.).

Pingbacks didn't make it, but there's a bunch of new code that should  
get out there anyway.

Can people test the latest trunk (new installs, upgrade old installs)  
and see if anything is obviously broken?
