[bbDev] Spamming risk from working with BBpress

Back then, no account at all was required to submit a bug. Using
one's email address in a bug report was completely up to the user.
Cefn, it's a Trac issue, not a bbpress issue. Please feel free to
submit a bug report to the Trac devs ( http://trac.edgewall.org/ ).
