Yes, there's no more bb-config.php as of changeset 338, see
http://bbpress.automattic.com/changeset/338

The documentation found on http://bbpress.org/documentation/ would
have you think otherwise (since it's a bit out of date), but yes, you
need to rename bb-config-sample.php to config.php.
