[bbDev] Updating functions for i18n

There are some functions in template-functions.php which just echo something
(for example, topic_author) . That makes a pain in the arse when I have to
use gettext.

I could add it there, but I can't understand how the apply_filters f-unction
works

May this detail be fixed soon? (maybe creating get_* equivalent functions,
just like WP; or adding another argument; or create a switch-based function)

Note: I think topic_start_time and get_topic_start_time doesn't work in the
same way...
