[bbDev] functions in i10n.php

I think get_locale(), and all the various load textdomain functions  
should be prefixed with bb_ (e.g. bb_get_locale() ) so that WP and BB  
can work happily alongside each other each grabbing l10n information  
from the correct places for their plugin and themes.

This is also a piece of making things a lot easier to run, for  
example, a French blog and English forums.

Any thoughts?
