[bbDev] Feature request

I've cross posted this to the bbpress and wp-forums lists, as I'm not sure
the right place.  Recently there was some discussion started by me about
having an "advanced code", or "hackers" forum.  Ultimately, I think solution
that sounded best was to have a forum that was restricted from new threads
being started, where mods could move threads "worthy" of such discussion.
However anyone could reply in a thread.  I'm not sure if that's possible, or
there's a plugin that would do that, but if it is, I think it would benefit
the community by having such.
