[bbDev] Unicode Translation?

Hey folks.
I started doing wp.org support today, and ran across something sorta
annoying.
Thinking it should have been reported already, I'm willing to believe it's
a browser issue.

On wp.org, people who post their peralink structure, get it munged if they
use /%day%/

For example, my post at http://wordpress.org/support/topic/52489#post-290778

What was posted was /index.php/%year%/%monthnum%/%day%/%postname%/
But I always see:
/�y%
(I hope this comes through correctly)

Could anyone tell me if it's a problem of forum translation, or something
to do with 'browser'/'OS' translation "magic" ?
