[bbDev] start up questions

Greetings!

my first post to this section.
i am pretty thrilled about this, and hope i can be of any use to the 
project.

i have 2 questions about installation:

1. will someone go over how to install a forum?
i see the forum table in the db, but don't know what to do now...
(i'm stupid)

2. the version i installed (12/30 nightly) doesn't seem to be connected 
to the templates?
i'm enjoying white pages with black text, blue links. looking over the 
templates folder there doesn't seem to be any included css.
am i missing something important?
