 For closed posts, an Administrator user cannot add new tags; however,
 existing tags can be deleted.

 This behavior is inconsistent. Either tags should not be able to be either
 added or removed, or else tags should be able to be both added and removed
 (by an Administrator, of course).

 Also, for closed posts, when viewing the post, both the tag form (for
 adding tags) as well as the [x] next to each existing tag are visible.
 These should be hidden for closed posts, so as not to give the impression
 that tags can be edited for closed posts.
