 This is not word-specific, this is related to the tag history. Tags which
 were previously assigned to topics cannot be used to tag an additional
 topic. But it's not that simple - some pre-existing tags do work.

 In addition, when a newly created topic is assign an existing tag, the
 error occurs: "The tag was not added. Either the tag name was invalid or
 the topic is closed."
