 I'm inclined not to do this for two reasons:

 1. Because the rules may all be going away due to the potential of a
 front-controller.
 2. In cases where authorisation is required it should return a HTTP/403.

 Isn't there a way that topic.php or forum.php can be hooked to send a 403
 response?
