 I haven't had time to do extensive testing on this but I believe for some
 reason that the actions for bb_activate_plugin_PLUGIN-NAME.php are not
 firing?

 The code seems to be about the same as previously but I know there was
 some tinkering with that #user and #base so maybe some bug was introduced.
 If so, this would be critical.
