Comment:

 Having core plugins physically separate from user plugins is only to avoid
 problems when upgrading installations. Functionally they work exactly the
 same way, so from a user perspective there is no difference. Mixing them
 in the admin interface makes sense, otherwise the inevitable question will
 come up "What's the difference between core and user plugins?". Separating
 them would cause more confusion than mixing them ever will.
