 actually the patch says it all.

 current Inactive user role caps include only 'change_password' and 'read',
 which makes this role obscure and defeats its purpose (if any).

 the patch is suggesting adding a couple basic harmless capabilities:
 'edit_favorites' and 'edit_profile'.
