 The `+ 30` in bb-post.php should something like `+
 bb_get_option('throttle') so at least it can be easily customized via bb-
 config.php or the db options. Sure individual members can be given an
 override but why not allow a master setting.

 Super easy customization option to give people. Don't even have to put it
 in the admin menus for now, as long as it can be manually configured.
