 Plugins all exist in one directory.

 Themes can be in one of two directories.  The first is bb-templates/ which
 is always in BBPATH, the second is my-templates which could be anywhere
 according to BBTHEMEDIR.

 It'd be nice to store only relative paths, though.  Perhaps we could store
 the relative path and some flag indicating which of the two directories
 its in?
