Comment:

 Patch added, not tested on mod_rewrite, only tested on options+ multiviews
 config

 Changes would deprecate:

 "tags.php" theme file to "tag.php"
 "bb_tags.php" action to "bb_tag.php"

 mod_alias redirect rules required for all permalink options (slugs, true,
 false)
