 I think there is a problem with the naming convention for plugin
 deactivation hooks.

 In the file bb-admin/plugins.php the action names appear to be missing the
 underscore between the prefix and the filename.

 Attached patch adds the underscore to match the calls in the function
 bb_register_deactivation_hook()
