 I think this ticket is for tweaking the permissions of the current
 moderator role to distance it from the current administrator role.
 Actually, looking through the code, the permissions are set correctly.
 It's just that we check the worg caps in a few places.

 Another ticket would be good for some basic Role Management (something I
 know people at WP talk about every once in a while).  The hardest part
 there would be the UI.
