 > The top border is visible in the editor; it simply is very light. The
 front end has light top and bottom borders for tables in both Twenty
 Twelve and Twenty Thirteen.

 I also agree with this in testing. Initially I thought it was missing
 myself, but it isn't missing it is just that this is incredibly light. My
 recommendation would be to make it the same color as the rest of the table
 or just close this for now as won't fix. It does feel like it's missing so
 perhaps it is better to get a patch, for now adding patch keyword.
