 I think we all understand a huge number of sites these days have zero need
 for comments at all. This means no need to accept comment spam requests to
 the API, no need to count comments, no need really to load even 1 line of
 comment-related code or make queries looking for comments. I'd assume
 there would be a decent performance gain from some of this
