Comment:

 Reducing the severity to normal and tentatively punting to 6.6.

 As this is a `defect (bug)` ticket related to the 6.5 cycle, it can be
 pulled back into the 6.5 milestone during 6.5 RC if we want to action it
 during this cycle.
