 A critical bug is one where a large percentage of users are likely to be
 impacted and there is no workaround. In this case, there is a workaround
 (in fact, there are two) and it only impacts users who attempt to upload a
 zip that is created in one specific way.

 I agree with @JeffPaul that a patch should be worked on and once there is
 one that is ready, it should also be considered for backporting to the 6.4
 branch.
