 Unless I'm misunderstanding things, it seems there's a workaround here
 where impacted plugin authors can STOP using the MacOS UI for generating
 ZIPs and START using the command line to do so.  If that does resolve the
 issue, albeit not resolved within the WP codebase, then I think keeping
 this as `priority=normal` and `severity=normal` feels accurate.

 A patch could still be worked on and if there's a 6.4.4 release that comes
 up organically, then it could get into that minor release and otherwise
 would likely land in [https://make.wordpress.org/core/6-5/ 6.5] around 26
 March 2024.
