 I guess so.

 Attempting to activate the at-the-time stable gutenberg via plugins.php
 should've hit `Plugin could not be activated because it triggered a fatal
 error.` (I just tested this)

 If the outcome of this is fixing that e2e test, that'd be enough I guess.
