 Would it be possible to call all the plugin and theme registration and/or
 activation hooks (after deleting all the cron schedules)?

 Is it completely safe to delete tasks with no action? I can see some from
 respectable plugins, like Redirection and iThemes (now Solid) Security.

 I support the @domainsupport suggestion of improving database error
 logging. If we know WHY things fail, or at least WHERE they fail, we
 should be able to fix them.
