 That's the approach I've taken in [https://github.com/WordPress/wordpress-
 develop/pull/5794 PR 5794]. It's nice and simple. I've included a README
 file that links to the original repo and mentions the commit sha that was
 used.

 > Adding to the 6.5 milestone for consideration. Also changing the
 component to Build/Test Tools as it seems perhaps more appropriate.
