Comment:

 After talking with @nateallen, [https://github.com/WordPress/wordpress-
 develop/pull/5720 the latest patch] is ready for final review and testing,
 has already been tested and there's high confidence with the patch.

 - Moving into 6.5.

 - Also marking with `needs-testing` as there were some changes with the
 latest patch. Will drop in the slack `core-testing` channel to wrangle
 some testers.

 - Self-assigning ownership to help shepherd it forward to commit.
