Comment:

 In WordPress version 6.4.2:
 - Blocks do not overlap the block toolbar, the toolbar is fully visible,
 focusable and clickable.
 - Block toolbars still overlap the block above it: But so does block
 toolbars in the block editor, so I don't think it is an issue. Deselecting
 the block hides the toolbar and all blocks can be selected.

 I suggest closing this ticket.
