 Steps to reproduce the issue :-
 1. Activate Twenty Twenty one theme.
 2. Choose Pullquote block.
 3. Apply some border-color and check the both side.

 You can able to see change in editor in border-color but in front side you
 can not able to see chosen border color.
 Note :- This issue is happening only when we choose color rom default
 color pallate option of border if choose custom color it is applied
 properly.
