 Duplicate of #18857.

 translations to a plugin via load_plugin_textdomain takes the user's
 locale/language setting into account and/or if additional code is required
 for it to apply?

 It does, but you need to wait for the user to be fully set up in
 WordPress. So if you load translations before `init`, this won't be the
 case.
