Comment:

 That the spacing increases with the font size is intentional.

 From WordPress version 6.5, the pullquote block has margin and padding
 controls in the block settings panel. The user will be able to adjust both
 if they do not like the default spacing.

 Themes need to enable the spacing controls using theme support
 {{{add_theme_support( 'custom-spacing' );}}} or theme.json.

 Twenty Twenty-Two and Twenty Twenty-Three already enables padding and
 margin.

 Because of this, I suggest that the ticket should be closed as fixed as of
 6.5.
