 What steps should be taken to ensure that XML output (such as RSS, Atom,
 RDF) consistently uses UTF-8 encoding or CDATA for user input,
 particularly for elements like <title>, <tagline>, <dc:subject>, and
 <category>? Additionally, how can we implement these changes effectively,
 especially if the PHP Multibyte function is not available?
