 header`, I'd lean towards a filter hook because the plugin author should
 be able to decide whether to point it to a URL which determines whether to
 show onboarding vs settings, or to have separate URLs and conditionally
 return one of them in the filter's callback.

 Would a hook be a viable option here? As long as there hasn't been a page
 refresh the plugin's code hasn't run, so any functions defining an
 onboarding/configuration URL would not be available yet, at least from
 what I can tell.

 The plugin header option would allow us to work around that limitation.
