 I want to highlight the discussion from the Gutenberg repo:
 https://github.com/WordPress/gutenberg/issues/56019.

 Should the `/media` endpoint account for this flag and omit the `link`
 value from the response when the attachment pages are disabled?

 This would allow media blocks to hide the "Link to attachment page" link
 control option.

 An alternative solution would be to expose the setting via REST API, but
 the endpoint is only accessible for users with `manage_options`
 capabilities.
