 Scenario 1)

 User leaves 1 star review for plugin, "No idea what to do next after
 activation."

 Plugin Devs response, sorry nothing I can do about it, that was a
 WordPress core unilateral decision to reduce usability.

 .. you revert ..

 Scenario 2)

 User leaves a one star review, "Your wizard breaks bulk activation and
 that is horrible."

 Plugin dev, thanks for your feedback, I can fix that ( and plugin Dev
 simply detects bulk activation as many do and resolve their usability
 issue )
