 Well in my case, the use-case was the use of the extensions known as
 [https://wordpress.org/plugins/activitypub/ ActivityPub],
 [https://wordpress.org/plugins/friends/ Friends], and
 [https://wordpress.org/plugins/enable-mastodon-apps/ Enable Mastodon
 Apps], and [https://wordpress.org/plugins/nodeinfo/ NodeInfo]. At least
 some of which I know actively uses wp_http_validate_url() directly as part
 of their own checks.
