 While the Interactivity API needs these filters for continued development,
 testing, and feedback within the Gutenberg plugin / repo, are there any
 concerns about them being publicly available for plugins / themes to also
 hook in and modify the blocks?

 I'm asking this question on purpose to better understand:

 * Are these filters are only to provide access for development in
 Gutenberg?
 * Or are these filters truly needed for any plugin including Gutenberg?
