Comment:

 I've moved this to the 6.4 milestone for visibility although it may need
 to be backported to the 6.3 branch if it is a problem. I've added the
 performance focus as it's a follow up to #58472.

 I'm aware the laws mentioned in the ticket are quite strict but am not a
 lawyer so can't provide any guidance
