 Patch needs refresh, I believe, we don't need an `element` in
 phpcs.xml.dist anymore.

 Due to the amount of people who are watching this ticket, it could have
 been great to have it in 6.4, but we are getting closer to Beta 1, and it
 looks like the patch still needs some work to be done and tested as well,
 and this is a big patch...
