 the current and expected behavior is?

 The PR https://core.trac.wordpress.org/ticket/51352#comment:3 fixes this
 exact issue and can be tested with what is described in the OP of the
 ticket.

 Could you please clarify what exactly is not clear? As I'm happy to clear
 it up and provide what is necessary to get this merged.
