 Hi and thanks for the ticket!

 This panel seems to come from [https://wordpress.org/plugins/advanced-
 rich-text-tools/ Advanced Rich Text Tools for Gutenberg plugin], which has
 not been updated for five years.

 Its [https://wordpress.org/support/plugin/advanced-rich-text-tools/
 support forum] has a few topics that mention the color selection, and you
 could add a new topic. However, the plugin may not be updated anymore
 because the Core editor has added features such as inline Code, Highlight
 colors, Subscript and Superscript.
