 I have 30 plugins installed for testing. Only a number of which are
 active, like performance lab and query monitor.

 This many plugins is a valid use case, I have worked on sites with 30+
 plugins active, less along sites with plugin installed by not active..

 The memory improvement is a big win for sure. But unserizialing such a
 large option on every page request is also wasteful as well.
