 In general, yes - Imagick AVID support should be detected - however
 whether uploads or image generation will work correctly - and if those
 images will support HDR - is  not something I have been able to carefully
 test. Adding complete support requires the extensive changes in
 https://github.com/WordPress/wordpress-develop/pull/4612
